SMS and WhatsApp fail in different ways. Here's how their delivery mechanics, costs, and failure modes actually compare.

SMS and WhatsApp don't fail the same way, and that difference matters more than any open-rate comparison. An SMS to a working mobile number almost always arrives. A WhatsApp message to that same number can fail for a reason SMS doesn't have: the number was simply never registered on WhatsApp. Comparing the two channels on engagement stats without accounting for that difference misses the part that actually determines whether your campaign lands.

How each channel actually delivers a message

SMS travels over the carrier network. Any phone that can receive a call can receive a text, with no app, no internet connection, and no account required on the recipient's end. That's why SMS remains the fallback channel of choice for anything that has to reach someone regardless of their phone setup, one-time passcodes, appointment reminders, delivery alerts.

WhatsApp delivers over the internet, through the WhatsApp app, to a number that has an active WhatsApp account. That adds two conditions SMS doesn't have: the recipient needs a data connection (or Wi-Fi) at the time of delivery, and the number itself needs to be registered on WhatsApp in the first place. The first condition is usually a non-issue in markets with strong smartphone and internet penetration. The second one is where WhatsApp campaigns quietly lose numbers that SMS never would have lost.

Open and response rates compared

Both channels post strong open rates on paper, but they measure different things. Gartner's widely cited SMS benchmark puts open rates at 98%, with a 45% response rate against email's roughly 20% open and 6% response, according to figures reported across multiple SMS marketing platforms citing that research. WhatsApp business messages are commonly cited in the 70-98% open range within the first 30 minutes, with interactive-template campaigns (buttons, quick replies) reporting materially higher response rates than a plain SMS link.

Those numbers describe engagement once a message is delivered. Neither one accounts for the messages that never had a chance to be opened because they failed before delivery, and that's a bigger gap on WhatsApp than on SMS, for the reason covered next.

The real WhatsApp deliverability killer: numbers that were never registered

This is the part general SMS-vs-WhatsApp comparisons skip, because it's not a feature difference, it's a data problem specific to one channel. A contact list built from signups, CRM exports, or a purchased list typically has some percentage of numbers that were never on WhatsApp at all: not disconnected, not blocked, never there. SMS doesn't care, it just needs a working number. WhatsApp does care, and a message to one of those numbers doesn't degrade or bounce softly, it simply fails to deliver.

Neither channel is more or less "compliant" by default. Both need documented consent before a marketing send, and WhatsApp adds a platform-level enforcement layer that SMS doesn't have.

Cost per message

SMS pricing in the US is straightforward: Twilio's base rate is $0.0083 per outbound message segment to a US number, before carrier surcharges (roughly $0.003-0.005) and mandatory A2P 10DLC campaign registration fees for business senders.

WhatsApp moved to per-message pricing on July 1, 2025, replacing its previous per-conversation model. Businesses are charged per delivered template message, split into marketing, utility, and authentication categories, with marketing templates priced highest. Service conversations, replies to a customer who messaged first, have been free for all businesses since November 1, 2024, and utility templates sent inside an open customer-service window are also free. The practical effect: a WhatsApp support or transactional flow can run at close to zero messaging cost, while a cold marketing push carries a real per-message charge on top of whatever your BSP (business solution provider) adds as a markup.

When to use which (or both)

  • SMS fits: time-sensitive alerts, one-time passcodes, any list where you can't confirm WhatsApp registration, audiences without reliable data access.
  • WhatsApp fits: ongoing customer conversations, rich-media or interactive campaigns, support flows where the free service-conversation window applies, audiences you already know are active on the platform.
  • Both, split by list: the common real-world setup. Numbers confirmed on WhatsApp go there, where engagement per message tends to be higher and utility messaging is often free. Everything else falls back to SMS, which doesn't need that confirmation to work.

That split only holds up if you actually know, before sending, which numbers on your list are WhatsApp-registered. Guessing (or assuming a scraped or purchased list is accurate) is what turns a planned channel split into an unplanned bounce problem.

Protecting WhatsApp deliverability specifically

Because WhatsApp's failure mode is data-driven rather than network-driven, the fix is upstream of the send, not in the message itself:

  1. Validate before the first send, not after a failure. A number check run against the WhatsApp network catches unregistered numbers before they cost a send attempt.
  2. Segment by result. Route confirmed WhatsApp numbers to WhatsApp, route everything else to SMS or another channel, instead of sending to the whole list on one channel and hoping.
  3. Re-check periodically. WhatsApp registration isn't permanent, a list validated months ago isn't guaranteed accurate today.
